Village level contingency planning..
Promotion of a disaster prevention culture is an investment for the future with sustainable returns. Both communities and local authorities being the first respondents should be empowered to prevent and manage disasters. Disasters can be substantially reduced if people are well informed and motivated with a culture of disaster prevention and resilience which can be achieved through knowledge and information on risks, vulnerabilities and capacities. Community awareness on disaster response and contingency planning can mitigate the impact of the hazards.

Keeping this in view village level contingency plans are being developed in five districts selecting 10 villages in each district on pilot bases. This initiative is towards creating awareness and understanding in the community about the disasters that can potentially impact their well being and how they can be prepared to face the challenge. The five districts to be covered include Baramulla, Kupwara, Srinagar, Bandipora and Gandarbal in Kashmir valley.
